по охране здоровья населения
Государственная политика в секторе здравоохранения, наряду с другими секторами, обладает огромным потенциалом для обеспечения здоровья населения. Она представляет собой важное дополнение к реформам, направленным на достижение всеобщего охвата, и реформам системы медицинского обслуживания.
К сожалению, в большинстве стран этот потенциал во многом не используется, а попытки эффективного вовлечения других секторов во многих случаях оканчиваются неудачей. Если задуматься о будущем, где нас ожидает целый ряд самых разных проблем, связанных с возрастающей ролью старения населения, урбанизации и социальных факторов, влияющих на здоровье, то, безусловно, существует необходимость укрепления возможностей для использования этого потенциала. Именно в силу этого стремление к совершенствованию государственной политики, которому посвящена данная глава, служит третьей задачей развития ПМСП, наряду с обеспечением всеобщего охвата и первичным медико-санитарным обслуживанием.
