В предыдущих главах рассматривались пути преобразования систем здравоохранения, с тем чтобы их работа по повышению уровня здоровья населения строилась на принципах, которые ценятся людьми: справедливость, ориентированность на человека, уверенность в том, что органы здравоохранения выполняют свои функции по охране общественного здоровья в целях обеспечения благополучия всех общин. Такие реформы ПМСП требуют новых форм руководства в секторе здравоохранения. В данной главе сначала разъясняется, почему необходимо, чтобы государственный сектор играл важную роль в руководстве и управлении реформами общественного здравоохранения, и при этом подчеркивается, что осуществляться эта функция должна посредством партнерских моделей политического диалога с многочисленными заинтересованными сторонами, поскольку именно этого ожидает население, а также потому, что это наиболее эффективный путь. Далее в главе рассматриваются стратегии повышения эффективности мер по осуществлению реформ и управления определяющими их политическими процессами.
